Invitation

Dear Sir/Madam,

I would like to bring to your kind attention the Workshop on Energy and Science & Technology that will take place on Friday 20 April 2007 in the BSEC Headquarters in Istanbul. The Workshop is an initiative of the Serbian Chairmanship-in-Office and organized jointly with the Energy Policy and Development Centre (KEPA) of the National and Kapodistrian University of Athens.

The objective of the Workshop is to offer the grounds to representatives of BSEC Member States, BSEC Related Bodies, E.U., Academic and Research Institutions as well as the “PROMITHEAS” network members from Azerbaijan, Bulgaria, Greece, Moldova, Romania and Ukraine to present their views in respect to project collaboration in the fields of Energy, Environment, Science & Technology and Education. Also to invite BSEC scientists, universities and research institutions to be included in the “PROMITHEAS” network and its activities, and take advantage of the already created momentum in order to participate in future FP7 calls.

In addition, the event aims to elaborate and examine the perspectives of other regional projects and in particular in the field of energy and climate policy research. In this respect, we consider the participation and contribution of the members of the BSEC Working Groups on Energy, Environment, Science & Technology and Education extremely useful and valuable.

In view of the above-mentioned, the Serbian Chairmanship-in-Office of BSEC and the Energy Policy and Development Centre (KEPA) would like to invite you to attend the BSEC Workshop on Energy and Science & Technology.

I am confident that this Workshop will provide an excellent opportunity for the development of a network of regional partners in these important areas of BSEC cooperation and to discuss other future joint activities.

Introduction

The Organization of the Black Sea Economic Cooperation is a project oriented institution aiming to enhance mutually advantageous economic cooperation and thus promote economic development in the Black Sea Region. At the same time the BSEC Member States possess a rich human resources potential in most economic and academic sectors which is able to provide the basic elements to engage in projects of significant importance for the Region. However, one key aspect in this project based approach to development has always been the funding of such cooperation and of the respective projects.

The BSEC Project Development Fund (PDF) was introduced to fill this gap and fund project ideas at their early stage and it has done so successfully although, so far, it possesses very limited financial resources. On the other hand, the European Union is able to provide significant funding of projects in several areas from which the BSEC Member States can benefit. The combination of these two financial instruments has proved, so far in the case of “PROMITHEAS” that it can bring about important project achievements for the future of the Black Sea Region.              

The “PROMITHEAS” network was initially created with the financial support of BSEC through the Project Development Fund. This initial financing allowed PROMITHEAS to participate in an FP6 call for proposals and secure EU funds for its activities aiming to further expand within the Black Sea Region, the SE Europe, the Caspian Sea and the SE Mediterranean. Further to that, through self-financing and sponsoring, PROMITHEAS published, for the second year, an annual “Energy View of the BSEC countries”.

The network is considered as a successful example of regional cooperation that uses its added value for further strengthening bonds of cooperation on Energy and Climate Policy RTD activities between the relevant scientific communities of EU and BSEC while at the same time contributes to regional economic cooperation on issues of common interest such as regional energy market development, transcontinental energy corridors and Kyoto mechanisms.

Objectives

  1. To organize a one-day event at BSEC-PERMIS headquarters in Istanbul with the participation of BSEC representatives from the Education and/or Science and Technology and/or Energy Working Groups, and EU DG-Research and DG-TREN;
  2. To offer the grounds to EU officials to present the European Neighborhood Policy and FP7 opportunities in the sectors of Energy and Environment;
  3. To make a presentation of the ongoing network activities and invite BSEC scientists to participate;
  4. To invite BSEC universities and research institutions with relevant activities to participate in the network and take advantage of already created momentum to participate in future FP7 calls;
  5. To allow discussion on other similar on-going projects or project ideas and bring about new fruitful synergies in the project based approach of the BSEC Organization.
