2. Відкритий доступ до науково-освітніх інформаційних ресурсів

2.1. Microsoft Research Announces New Digital Inclusion Funding Opportunity

Deadline: January 13, 2006
As part of its commitment to the academic research community, Microsoft Research (http://www.research.microsoft.com/ ) has announced a $1.2 million Digital Inclusion funding opportunity
designed to empower academic researchers world- wide to tackle technological challenges in a way that positively affects health, education, and socioeconomic conditions.
Through a Request for Proposal process, Microsoft Research is encouraging academic research that explores how technologies such as mobile devices, cellular phones, and networking can unlock the potential of people everywhere by making computing affordable, accessible, and relevant.
Microsoft Research is particularly interested in academic research projects that strive to achieve fundamental breakthroughs and leverage the following areas: creative new infrastructures, form factors, and applications of mobile devices; connectivity, particularly in environments without existing network infrastructures or intermittent availability to networking and power; appropriate user interfaces to address challenges in literacy and novice users of technology; and culturally relevant technology applications for computing.
The total amount available under the RFP is $1.2 million. Microsoft Research anticipates making fifteen to twenty awards in the range of $20,000 to $100,000. Awards under this program are for one year only, but may be renewable at the discretion of Microsoft Research.
The proposing institution must be an accredited baccalaureate-granting college or university (or international equivalent) with nonprofit status. Proposals should reflect a commitment to make all results stemming from a funded project, including the intellectual property within those results, broadly available in either the public domain or under a non-restrictive license.
Complete program information and application guidelines are available at the Microsoft Research Web site.

2.2. Call for Papers: FM10 Openness: Code, science and content. Making collaborative creativity sustainable. First Monday. May 2006

deadline 6 February 2006
Recent years have seen a strong interest among academics, policy makers, activists, business and other practitioners on open collaboration and access as a driver of creativity. In some areas, such as free software / open source, sustainable business models have emerged that are holding their own against more traditional, proprietary software industries. In the sciences, the notions of open science and open data demonstrate the strong tradition of openness in the academic community that, despite its
past successes, is increasingly under threat. And open access journals and other open content provide inspiring examples of collaborative creativity and participatory access, such as Wikipedia, while still in search of models to ensure sustainability.
There are clear links between these areas of openness: open content often looks explicitly towards open source software for business models, and open science provides through its history a glimpse of the potential of openness, how it can work, as well as a warning of the threats it may face. Finally, open collaboration is closely linked to access to knowledge issues, enabling active participation rather than passive consumption especially in developing countries.
Despite these clear links, there has been surprisingly little thoughtful analysis of this convergence, or of the real value of the common aspect of open collaboration. In particular, while open source software — due to its strong impact on business and on bridging the digital divide — has drawn much attention, it may provide false hopes for the sustainability of openness in other areas of content that need careful examination. The conference FM10 Openness: Code, science and content — Making collaborative
creativity sustainable provides a platform for such analysis and discussion, resulting in concrete proposals for sustainable models for open collaboration in creative domains.
The conference will draw on the experience of First Monday as the foremost online, peer–reviewed academic journal covering these issues since May 1996. Not only has First Monday published numerous papers by leading scholars on the topics of open collaboration, open access, and open content in its various forms, it is itself an example of open collaboration in practice: for nearly a decade, the journal has been published on a purely voluntary basis, with no subscription fees, advertising, sponsorship or other revenues. The success of First Monday is demonstrated by thousands of readers around the world, downloading hundreds of thousands of papers each month. This conference celebrates First Monday’s tenth anniversary.
We invite papers for the conference and for a very special issue of First Monday. These papers will be reviewed by a special conference editorial committee. Authors of selected papers will be invited to the conference, scheduled to take place in Chicago in May 2006. Other selected papers will be published in a special issue of First Monday, to appear in June 2006. Papers should address the issues involved in building sustainable models for openness in science, software and content. They can examine technical,
sociological, economic/business and legal issues, and can be conceptual or practical in nature. Case studies by practitioners are welcome.
Submitting papers
Proposals for papers for the conference and the special issue can be sent to First Monday’s Chief Editor, Edward Valauskas by e–mail (ejv@uic.edu) no later than the first Monday of December 2005 (5 December 2005). You are advised, but not required, to send a paper proposal before sending your full paper. Proposals will be reviewed and contributors will be notified in December of the special editorial committee’s decision. Completed papers must be received by the first Monday in February 2006 (6
February 2006). This includes papers for which no proposal was submitted in advance.
By the first Monday of March 2006 (6 March 2006), notification will be sent to those contributors whose papers will be presented at the conference, FM10 Openness.
By the first Monday of April (3 April 2005), contributors to the special issue in June 2006 will be notified.
Proposals for papers should include the title of the paper, an abstract, names, affiliations, and contact information for all authors. Proposals should be sent by e–mail clearly marked in the subject line as proposals for the conference.
Papers for the conference and the special issue should follow the usual guidelines for publication in First Monday. These guidelines can be found at http://www.firstmonday.org/guidelines.html.
First Monday has a liberal copyright policy. Details are available at http://www.firstmonday.org/copy.html.
Questions related to papers for the conference and the special issue can be directed to Edward Valauskas by e–mail (ejv@uic.edu).

2.6. CALL FOR PAPERS & WRITING COMPETITION: YALE ISP CONFERENCE ON ACCESS TO KNOWLEDGE (A2K), APRIL 21-23, 2006

THE YALE LAW SCHOOL INFORMATION SOCIETY PROJECT (ISP) and THE INTERNATIONAL JOURNAL OF COMMUNICATIONS LAW & POLICY (IJCLP) are pleased to announce their third interdisciplinary writing competition and a call for papers in conjunction with the Access to Knowledge (A2K) Conference taking place on April 21-23, 2006 at Yale Law School. We invite students, scholars, policy makers, activists and practitioners to submit papers for the writing competition and/or for publication by the IJCLP.
CONFERENCE DESCRIPTION
In the digital era, most multinational corporations and policymakers are of the view that the current trend characterised by increasing intellectual property rights and corporate control over knowledge best serve society’s interests. At the same time, however, a growing number of commentators believe that widespread access to knowledge (A2K) and the preservation of a healthy knowledge commons are the real basis for sustainable human development. Nonetheless, intellectual property-based approaches continue to singlehandedly dictate global legal norms and shape national legal infrastructures.
The first goal of the Yale A2K Initiative is to come up with a new analytic framework for analysing the possibly distortive effects of public policies relying exclusively on intellectual property rights. Beyond this aim, the A2K initiative seeks to support the adoption and development of alternative ways to foster greater access to knowledge in the digitally connected environment.
The landmark A2K conference at Yale Law School will bring together leading thinkers and activists on access to knowledge policy from North and South, in order to generate concrete research agendas and policy solutions for the next decade. This conference will be among the first to synthesize the multifaceted and interdisciplinary aspects of access to knowledge, ranging from textbooks and telecommunications access to software and medicines. The A2K Conference aims to help build an intellectual framework that will protect access to knowledge both as the basis for sustainable human development and to safeguard human rights.
Key issues to be considered include, among others:
- the economics of A2K in a digital environment;
- A2K indexes and measurement techniques;
- the limitations to A2K;
- digital libraries and archives;
- government investment in information production;
- government procurement policies;
- open source software;
- the WIPO Broadcast Treaty;
- access to education and scientific knowledge;
- universal service in telecommunications;
- the digital divide;
- digital rights management;
- open access journals.

A full conference description will be available on the Yale ISP's A2K Initiative page at http://islandia.law.yale.edu/isp/a2k.html.
WRITING COMPETITION
Submissions for the writing competition must be received by noon EST, February 15th, 2006. The author of the best paper, as well as two runners-up will be invited to present their work at a panel during the conference. The author of the winning paper will receive coverage of his/her travel to and accommodations at Yale University for the conference. Selected papers will be announced by April 1st, 2006. The authors of the award-winning papers will automatically be invited to publish their work in a special Autumn 2006 volume of the International Journal of Communications Law & Policy (http://www.ijclp.org/) devoted to Access to Knowledge.
JOURNAL PUBLICATION
Submissions for publication must be received by noon EST, May 1st, 2006. The selection committee, composed of the editorial board of the IJCLP, and some of the Yale ISP Fellows, will review and consider all submissions for publication in the special Autumn 2006 volume of the journal, including submissions for the writing competition. Authors will be notified of acceptance by June 15th, 2006.
SUBMISSION GUIDELINES
Papers may be submitted on any A2K-related issue, provided that they lie within the central focus of the IJCLP – communications law & policy. All submissions should be written in English in .rtf or .pdf format. They should conform to academic citation standards, be no longer than 25,000 words, and include an abstract of up to 250 words. Submissions should be e-mailed simultaneously to the lead editors of the IJCLP, Simone Francesco Bonetti (simo.bonetti[at]tiscalinet.it) and Sudhir Krishnaswamy (krishnaswamysudhir@gmail.com). Inquiries may be addressed to any of the above.

3. Різне

-         збирати, обробляти, зберігати, забезпечувати відкритий доступ та за можливості розповсюджувати матеріали з питань європейської інтеграції;

-         надавати доступ користувачам до спеціалізованої електронної бази даних, яка буде надана МФВ на електронному носії;

-         створювати електронні бази даних матеріалів, що містяться в інформаційному центрі та забезпечувати доступ до неї через мережу Інтернет;

-         забезпечувати роботу консультанта інформаційного центру, який працюватиме з відвідувачами та надаватиме телефонні консультації;

3.4. Stanford Summer Fellows on Democracy and Development 2006

The Center on Democracy, Development, and the Rule of Law (CDDRL) at the Freeman Spogli Institute for International Studies, Stanford University, California invites policy makers and activists from countries undergoing political, economic and social transitions to participate in its second annual summer fellows program on democracy, development, and the rule of law to be held July 31 - August 18, 2006 at Stanford University on its California campus.

This program offers a unique approach to studying the ways in which democratic institutions and institutions that foster economic development can be established and strengthened in varying country contexts.  In contrast to other programs of democracy promotion that seek to transfer ready made models to countries in transition, the Stanford Summer Fellows on Democracy and Development program provides a comparative perspective on the evolution of established democratic practices as well as a conceptual background into issues of democracy and good governance.  The curriculum draws on the combined expertise of Stanford scholars and practitioners in the fields of political science, economics, law, sociology, and business and emphasizes the links between theory and practice.

While traditional programs focus either on democratization, economic development, or the rule of law, the Stanford Summer Fellows on Democracy and Development program endeavors to locate the points of interaction among these areas.  Ideas and learning flow two ways. Participants are exposed to the knowledge of Stanford faculty and, in turn, they bring their country and professional experiences into the seminars to help faculty and one another develop case-specific methodologies for addressing actual problems of democratic and economic development.

In 2005, the program’s inaugural year, 32 policy-makers from 28 countries participated as Fellows.  Each week, instructors and fellows focused on a different theme – democracy, development, and rule of law, respectively - and studied the policy implications of the interrelations between the workings of political, economic, and legal institutions in theory and practice.  Discussions were led by Stanford faculty and scholars at the forefront of research at the junction of democratic advancement, economic growth, and issues surrounding the establishment of rule of law and human rights. Prominent leaders of research and development institutions and social movements, such as the National Endowment for Democracy, enhanced the weekly agenda. The daily seminars were complemented with field trips to local government institutions, NGOs, and business organizations.

Participants: Eligibility Criteria

This program is aimed at early to mid-career policy-makers, academics, and leaders of civil society organizations (such as representatives of trade unions, non-governmental organizations, the media, business and professional associations) who will play important roles in their country’s democratic, economic, and social development.  We anticipate recruiting a group of 25-30 individuals dedicated to democracy and development promotion within their home countries

(particularly in, but not limited to, the regions of the Middle East, Northern and Sub-Saharan Africa, Central Asia, and other parts of the former Soviet Union).

Successful applicants will be proficient in spoken and written English and will have academic and practical credentials necessary to benefit fully from the course and actively contribute to programmatic discussions.  The ideal course participant will have extraordinary motivation, at least three to five years of experience in a relevant field of democratic development, and a keen interest in learning and sharing knowledge and experiences in transforming their respective countries.

CDDRL hopes that over time the participants in this annual program will form the core of a global network of public intellectuals and activists who are working on issues of democracy, development, and the rule of law.

Funding: Stanford will pay travel, accommodation, living expenses, and visa costs for the duration of the three-week program for a certain portion of applicants. Where possible, applicants are encouraged to supply some or all of their own funding from their current employers, international non-governmental organizations, etc.

Application procedures

Please follow the instruction for applying found at: http://cddrl.stanford.edu/summerfellows/  In addition to the completed application form, you must provide at least two but no more than three letters of recommendation from people who know you in your capacity of a development worker.

Deadline: January 6, 2006

Request for information may be addressed to Ganka Hadjipetrova, SSFDD Program Coordinator, via e-mail at ssfddadmin@stanford.edu or via phone at (+1 650) 736-4277.

About CDDRL:

The Center on Democracy, Development, and the Rule of Law (CDDRL) at Stanford University's Freeman Spogli Institute for International Studies (FSI) seeks to promote innovative and practical research to assist developing countries and transitioning societies in the design and implementation of policies to foster democracy, balanced and sustainable development, and the rule of law. Scholars affiliated with CDDRL explore how best to harmonize the pursuit of each of these goals in the interest of helping to produce states and societies that are freer, richer, more law-abiding, and more transparent.
The Center also supports specialized teaching, training, and outreach activities to assist countries struggling with problems of political, economic, and judicial reform, constitutional design, economic performance, and corruption to improve their prospects for success. An important dimension of the Center's work is the identification and cultivation of institutional arrangements at all levels of society to encourage greater responsibility and accountability in decision-making, both public and private.
The Center joins four other constituent centers of the Freeman Spogli Institute for International Studies at Stanford University and is founded in partnership with the School of Humanities and Sciences, the Graduate School of Business (GSB), and Stanford Law School.

DODATKOWA INFORMACJA
